How do you get oil and gas contracts in Nigeria?

By TendaRadar. Published .

Selling to oil and gas operators in Nigeria usually starts long before a tender: buyers in the industry often only invite suppliers who are already registered and prequalified, and Nigerian content rules shape who gets considered. This guide covers the main systems.

Nigerian content: the NOGICD Act and NCDMB

The Nigerian Oil and Gas Industry Content Development Act 2010 created the Nigerian Content Development and Monitoring Board (NCDMB). It gives Nigerian operators and indigenous service companies first consideration for blocks, licences and contracts (overview of the Act).

NOGIC JQS: registration and prequalification

NOGIC JQS, run by NCDMB, describes itself as the sole system for Nigerian Content registration and prequalification of contractors in the industry. To register a service company, its guidelines ask for:

  • a cover letter;
  • the CAC certificate and Forms CO2 and CO7;
  • the company's full legal name and RC number;
  • a service permit from NUPRC or NMDPRA;
  • a company email address, phone number and office address.

NipeX

NipeX (the Nigerian Petroleum Exchange) is an e-business platform for the upstream oil and gas sector. Suppliers register through its vendor management system, and NipeX states that only suppliers with successfully categorised product and service codes can take part in its tenders.

The Nigerian Content Equipment Certificate (NCEC)

NCDMB issues the NCEC, which oil and gas contractors need. New guidance in force from December 2025 says agents and middlemen may not file applications, the certificate is not transferable, and NCDMB will visit facilities (ThisDay, February 2026).

Service permits

Companies providing oil and gas services need a permit from the relevant regulator: NUPRC for upstream, NMDPRA for midstream and downstream. NMDPRA launched its service permit portal in 2023, with general, major and specialised categories, and said no company may be engaged by a licensee or operator without a valid permit (NAN).

Order of work: get the right service permit, register and prequalify on NOGIC JQS, register on NipeX with the correct product and service codes, and keep every certificate current. Then you can be invited when a tender comes up.

How TendaRadar helps

Many oil and gas opportunities are run inside registered-supplier systems, but others are advertised publicly in newspapers and on company and agency sites: those are the ones TendaRadar collects. See the current oil and gas tenders. Oil and gas sources are included in the Business plan.

Official sources

This guide is general information, not legal or professional advice. Rules change, and each tender's own advert and bidding documents set its requirements: always read them, and check with the buyer or a professional if you're unsure.
